This is designed to hold legal sized files but of course will handle smaller size as well. It is so much easier to deal with files if they are accessible by opening a drawer as opposed to digging through boxes. It does not lock. It is awkward and bulky so will require a small truck/SUV and will need two persons to move it. I have a standard dolly as a dolly will definitely be required.
